Biography

Tom M. Dushney is the chief of NCATS’ Administrative Services Branch (ASB) within the Office of Administrative Management (OAM), where he provides administrative leadership for the day-to-day operations in the areas of acquisitions, budget, personnel management, property, workforce development and travel. Dushney previously served as a section chief for NCATS’ ASB Extramural Services Section from December 2016 to July 2023.

Since joining NCATS in 2016, Dushney has contributed to many of the center’s organizational development programs and served on several NCATS and NIH-wide working groups to improve administrative processes and advance workplace engagement, collaboration and inclusion. These efforts have included OAM’s Partners in Service initiative and the NIH iCommunity of Administrative Partners. He also has served as a member of the NIH Office of Equity, Diversity and Inclusion Equal Employment Opportunity cohort. Currently, Dushney serves as the co-business process lead for NCATS’ newly developed K2 Workflow and ProgressivE Enterprise Personnel System (PEEPS) and is a member of the K2 Workflow and PEEPS Business Process Core team.

Before joining NCATS, Dushney was a hospital administrative officer (AO) at the NIH Clinical Center, where he served as the AO for the Radiology Department—the Clinical Center’s largest department—as well as for the Office of Clinical Research Training and Medical Education. Previously, he provided AO services for several intramural laboratories at the Eunice Kennedy Shriver National Institute for Child Health and Human Development. Prior to his federal service, Dushney held accounting roles at several national nonprofit organizations headquartered in Washington, D.C.

Dushney earned a B.S. in accounting from the Robert H. Smith School of Business at the University of Maryland.

Professional Interests

Dushney enjoys creating a learning culture—a safe place for curiosity and innovation—especially as it relates to developing critical administrative technical and problem-solving skills. He also has a passion for building connections across teams to help expand opportunities for meaningful individual connection to the mission and to create space for a diversity of talents and experiences. Additionally, Dushney enjoys informally and formally mentoring staff and supporting growth opportunities.
